1. BACKGROUND

  • There are, for various reasons (political, religious, conflict, climatic, and persecution), refugees and displaced people residing in different parts of the world. While in the camps, these people are facing several issues including problems of isolation, unemployment, poor health, lack of human resources, and many other obstacles occurring in the region of origin. Therefore, there is a capacity to address these issues through projects of all kinds, with a social purpose, complementary to each other to elevate these situations (resilience) and move towards recovery phase. The Covid-19 crisis has increased the difficulties and inequalities such as quarantine, the lack of digital resources and skills are aggravating factors to be taken into account.

  • In the Kurdistan region of Iraq (KRI), the Erbil Polytechnic University (EPU) aims to initiate a project in collaboration with European partners to support the vulnerable people in the camps to undertake concrete and positive actions.

  • The EPU sought the support of human resources and materials from World Committee for Lifelong Learning (CMAtlv) to support this valuable cause. Together, they have decided to plan a strategic European project which will be submitted to ERASMUS + in March 2021.

  • Due to the significance of the task, this project is seeking further partnership with other European organizations, which will bring their experience and capacities to enhance and enrich the project.

  • There is a desire among the initial partners to:

    • Benefit from previous projects such as school of resilience which was conducted in the Duhok camps in the KRI.

    • Benefit from previous contributions from other experiments and research work (such as what?) On related issues carried out by partners.

    • Benefit from the implementation programs such as the recognition system of soft -skills adopted by the European Open Badges.

2. PRESENTATION OF THE TWO INTIAL PARTNERS OF THE PROJECT

Project Partner

The Erbil Polytechnic University (EPU) (Iraqi Kurdistan region).

In addition to teaching and research, the EPU has already implemented training actions and educational innovative courses to displaced populations living in camps in the region. This has been implemented and collaborated with European partners.

Main Partner:

The World Committee for Lifelong Learning (CMAtlv), a French NGO, established in 2005, aims to make learning (formal and informal) more accessible to everyone in particular the disadvantaged, regardless of their age

Official partner of UNESCO, it works with the NGO Liaison Committee.

Every two years, it organizes a World Forum which brings together actors from all over the world working on the theme of lifelong learning.

CMAtlv has experience with KA205 (Strategic Innovation - Youth Partnership), as initiator and partner of the Digiter project, from which it is currently drawing lessons.

3. TITLE:

The title of the project is CAMPLUS.

4. PURPOSE

This project allows migrants to develop leadership skills, enhance capacity building, become positive contributors to the society in this precarious situation.

5. CHALLENGES

  • Transform a territory from a crisis situation into a developing and opportunity prone territory.

  • Overcome intercultural, interreligious and intercommunity divides and barriers.

  • Identify, train, and support youth among these groups, with a view to induce multiplication through peer-to-peer learning and continuous learning.

  • Women emancipation and economic empowerment through learning and capacity building

6. OBJECTIVES (to be defined SMART: Specific, Measurable, Achievement, Realistic, and timely when possible).

  • Identify the target group that would benefit from the offered training to become local project managers and lead the multiplication. This will be based on a survey distributed among residents in the camps.

  • Implement programs such as capacity building, leadership, project management, and other identified skills based on camp's residents' needs.

  • Integrate the trainees with the society and market through collaborative projects supervised by EPU in cooperation with CMAtlv.

  • Involve European experts in the field of migration and lifelong learning in order to reinforce the project and transfer their skills to the participants.

  • Transfer the project from the KRI to other similar cases in the EU and other camp-based countries in the region.

7. GOALS

  • To identify, train and empower locally 180 project managers over 3 years to lead the multiplication.

  • To support refugees in camps in the Erbil governorate to develop soft skills to be able to find employment and integrate with the society.

  • To facilitate and establishment of development links between the host territories, destination territories, and the asylum country if the refugee would like to return to their base country. This is in line with the development of New Pact on Migration and Asylum adapted by the European Commission on 23rd September 2020.

8. TARGET AUDIENCE

Displaced people, migrants, refugees, and vulnerable youth in the community. The following points remain to be defined with the partners:

  • The number of local project managers to be trained over three (3) years, which could be 90 per year or 180 people for the duration of the project. The 3rd year being devoted to monitoring people, projects, and performance analysis.

  • The selected participants would be between the age of 16-30. They will be selected in coordination with camp managers and the organizations on the ground such as UNHCR. The criteria will be defined in coordination between the EPU and the CMA.

9. ELEMENTS OF METHODOLOGY

  • Co-construction to analyze, modify and improve if necessary during phases of the project.

10. REQUIREMENTS

  • Project management methodology

  • ICT

  • Arts as supports for personal development

  • Training halls, enabling infrastructure utilities and services

  • Human resources (administrators and instructors)

  • Additional funds and fund-raising capabilities (optional)

  • The main budget will be fixed by the program of ERASMUS + and will depend on the participation and rules of each partner.

  • Logistic support such as transportation, meals and stipend.

11. SELECTION CRITERIA FOR A CANDIDATE PARTNER

Four criteria are prerequisite:

1- Be directly involved, and either:

  • have already worked on the issue of the integration of migrants, or the development of soft skills with these populations,

  • have carried out an action in a migrant reception structure,

  • have worked with Iraqi Kurdistan region,

  • have developed tools related to project management for a migrant audience;

2- Declare to be strongly interested in participating in this project, by specifying:

  • Their expectations,

  • Their motivations,

  • Their deliverables a and any other added value,

  • as well as the human, intellectual and / or technical resources that can contribute to the project;

3- Commit to participate fully:

  • During the phase of proposal writing until it is submitted in March 2021,

  • then throughout the duration of the project, until completion date in October 2024.

  • The partners must be accepted by the CMAtlv as well as by the EPU.

4- Possess certain skills useful for the implementation of the project. Hereafter an illustrative list:

  • A partner specializing in the creation of online educational and pedagogical tools (a creator of e-learning, mooc, gamification etc. And its translation on a platform and an app).

  • A training content designer (with sheets and / or workshops on project management, etc.). This can be a work shared between EPU and another training center (more focused on adult education).

  • A partner specializing in the promotion of soft skills.

  • A partner capable of developing a training guide for the target group.

  • Ability to develop a training guide for the target group, or to propose relevant methodological elements.
